Under Royal Decree 12/2006, foreigners can only acquire freehold property within designated Integrated Tourism Complexes like Al Mouj, Muscat Bay, Muscat Hills, and Jebel Sifah. Freehold title is registered at the Ministry of Housing; construction within 4 years is mandatory for land plots.
