Who can buy in France

France imposes no nationality or residency restriction on buying residential property; foreign and non resident buyers enjoy the same freehold ownership rights as French citizens, governed by the French Civil Code. A notaire must formalise every sale and registers it. Buying property does not grant residency or a visa. Non EU sellers of property worth over 150,000 euros must appoint a fiscal representative at sale. There are no special foreign buyer taxes on purchase.

Capital gains on a sale

Gains on property (plus value) are taxed at 19 percent plus social charges of 17.2 percent, so about 36.2 percent in total, on second homes and rentals. Taper relief reduces the income tax portion to zero after 22 years of ownership and the social charges to zero after 30 years. Your main residence is fully exempt. A surtax applies to large gains above 50,000 euros. EU residents may pay reduced 7.5 percent social charges.
