Who can buy in Rwanda
Rwanda's Organic Land Law (No. 43/2013) gives the state ultimate ownership of all land. Individuals and companies hold leasehold titles. Rwandan citizens can hold land on long-term leases (typically 99 years for urban residential land). Foreign nationals and non-residents can also hold leasehold land for residential or investment use, but they must obtain approval from the competent authority and are typically limited to a lease of up to 50 years, renewable. The Rwanda Development Board (RDB) is the key body for foreign investors. Apartments and condominiums can be sold under separate title.

Capital gains on a sale
Rwanda taxes capital gains from the disposal of immovable property as part of total taxable income under the Income Tax Law. For individuals, gains are included in personal income and taxed at progressive rates up to 30 percent. Companies pay 30 percent corporate income tax on property gains. There is no separate capital gains rate, no long-term holding exemption, and no indexation relief.
